  • 13,855 tariff lines in this extract carry a published general-rate string (the indexable set). Header rows without a rate are outside this count. Every figure below is recomputed from that set at request time.
  • 5,979 of 13,855 lines are ad valorem Free (general_rate_pct = 0), 43.2% of the published-rate set. That is the Column 1 MFN percent field, not a shipment-weighted average and not a special-program rate.
  • 8.54% is the mean general (MFN) percent among 6,827 live lines with a positive ad valorem percent. The 8.65% figure that includes 36 terminated provisions is a different denominator; this page uses the live set.
  • 350% is the schedule ceiling: 7 live lines in Chapter 24 (tobacco) carry that general rate. 7 of 22 dutiable Chapter 24 lines sit at 350%; 20 of 67 Chapter 24 published-rate lines are Free.
  • 128 of 147 Chapter 64 (footwear) published-rate lines are dutiable ad valorem, with a 17.2% mean among those 128 lines. That n is large enough to quote; one-line chapter averages are not.
  • 15% mean dutiable MFN in Section XII (Footwear, Headgear, Umbrellas), the highest section average on the same dutiable-only basis as the chart below. Duty-free lines are excluded from the mean, not treated as zero.
  • 1,013 lines quote a specific or compound general rate ($/kg, cents each) rather than a percent: 311 with a NULL percent and 702 encoded as -1. They are inside the 13,855 published-rate set and outside every percent average on this page.
  • 36 terminated provisions still carry a percent in this extract and are excluded from highest-rate rankings and from the 8.54% live mean. They remain inside the 13,855 published-rate census.

Four populations stay labeled. (1) Published-rate lines: any tariff line with a non-empty general-rate string. (2) Ad valorem Free: percent field equals 0. (3) Live dutiable: percent greater than 0 and not a terminated provision. (4) Specific/compound: a dollars-or-cents rate with no usable percent.
